About the NSF EAGER
EAGER supports exploratory work on untested but potentially transformative ideas or approaches. Proposals are reviewed by NSF program officers rather than external panels.
You must talk to a cognizant program officer before submitting: EAGERs are only accepted when the program officer agrees the idea fits.
- Project length
- Up to 2 years
- Budget
- Up to $300,000 in total
- Project Description
- Up to 8 pages
- First step
- Email a short summary to a program officer and get agreement to submit
Limits change between notices: the notice you apply to is what counts.
Open NSF EAGER opportunities
EAGER has no solicitation of its own: proposals are submitted under the NSF Proposal & Award Policies & Procedures Guide after a program officer agrees to consider one. See all open NSF funding.

- Collaborative Research: EAGER: NAIRR Pilot: An AI infrastructure to advance research in reducing poverty and informing social policy
Neeti Pokhriyal · SUNY at Buffalo, NY · CSE · $158K · Sep 1, 2026
This project builds an artificial intelligence (AI) infrastructure that enhances access to computational power, datasets, and models that support research on social policy and poverty. It will develop a novel trustworthy AI infrastructure that will 1) integrate, curate, and process diverse policy-related data sets; 2)…
- EAGER: AI Skills Observatory: A Data-Driven, Federated Pilot for Observing AI Workforce Transformation
Jo Webber · POD NETWORK, LLC, CA · TIP · $290K · Aug 21, 2026
Artificial intelligence is reshaping workforce skill requirements faster than traditional labor-market systems can track. New skill combinations are emerging across industries, employers are changing job requirements, and universities are adjusting programs and courses in response. Yet the infrastructure for…
- EAGER: Investigating Relationships Between Beach Soil Stability and Groundwater Dynamics
Jonathan Hubler · Villanova University, PA · ENG · $400K · Aug 20, 2026
This EArly-Concept Grants for Exploratory Research (EAGER) award will support research that advances fundamental understanding of beach sand stability under changing water levels and coastal groundwater flow conditions. This promotes progress in coastal science research and informs the design and maintenance of…
- EAGER: Exploring Robot-K9 Teaming through Canine Cognitive Modeling and Multimodal Communication
Balakrishnan Prabhakaran · SUNY at Albany, NY · ENG · $400K · Aug 19, 2026
Canines and humans team together in a variety of situations, with dogs providing assistance and companionship to the elderly and disabled, detecting explosives and illicit drugs for law enforcement, and herding and protecting livestock in agriculture, among many other roles. Self-sufficient canine-robot teams offer…
- Collaborative Research: EAGER: Toward Provenance-Based Explainable Differential Privacy
Anna Squicciarini · Pennsylvania State Univ University Park, PA · CSE · $150K · Aug 18, 2026
This project supports research on provenance-based explanations for differentially private (DP) computations. DP provides rigorous protection for sensitive data, but systems often disclose only a privatized output and a declared privacy budget. Auditors, analysts, and data consumers may not know how an output was…

Chenxi Qiu · University of North Texas, TX · CSE · $150K · Aug 18, 2026
This project supports research on provenance-based explanations for differentially private (DP) computations. DP provides rigorous protection for sensitive data, but systems often disclose only a privatized output and a declared privacy budget. Auditors, analysts, and data consumers may not know how an output was…
- EAGER: Project BASELINE - Building Faculty Capacity via Biodiversity and Community Partnerships
Esther Widiasih · University of Hawaii, HI · EDU · $164K · Aug 18, 2026
This project aims to serve the national interest by exploring methods to connect STEM faculty to relevant real-world data to be analyzed and at the same time increase the use and facility with usage of artificial intelligence (AI). Through the EArly-concept Grants for Exploratory Research (EAGER) program, IUSE and the…
- EAGER: From Mitigation to Exploitation: A Cross-Layer Co-Design Framework for Robust In-Memory Computing
Xiaobo S Hu · University of Notre Dame, IN · CSE · $296K · Aug 17, 2026
Conventional computers must move data from the memory units to the process units to perform computations. For data-intensive applications such as artificial intelligence (AI), this data movement often consumes much more time and energy than the computation itself. In-memory computing (IMC), an emerging computing…
- EAGER: AI applied to mitigation of satellite interference with optical astronomy
John A Tyson · University of California-Davis, CA · MPS · $387K · Aug 13, 2026
The 10-year Vera C. Rubin Observatory Legacy Survey of Space and Time (LSST) survey began in mid-2026. However, a massive surge in low Earth orbit (LEO) satellite launches, driven by over a million pending license applications for new ultra-bright constellations, severely threatens the quality of Rubin imagery. Some…
- EAGER: Quantifying National and Economic Security Risks and Opportunities in the International Semiconductor R&D Landscape
Erica R Fuchs · Carnegie Mellon University, PA · O/D · $303K · Aug 12, 2026
Global leadership in science and technology is becoming increasingly distributed, with rapid advances in strategic technologies occurring across multiple countries. At the same time, governments are implementing new research security policies to protect national interests while preserving the openness that has long…
- EAGER: Leveraging Human-centered Technologies to Enabling Micro-retrofit Energy-saving Opportunities in Homes
Stephen Lee · University of Pittsburgh, PA · CSE · $150K · Aug 12, 2026
For many U.S. households, home energy bills are one of the largest and least flexible expenses and take up a large share of their income. While programs and technologies to reduce home energy use exist, they often require large upfront costs. As a result, the households that would benefit most from lower bills are…
- EAGER: Characterizing Design Knowledge Generation During Prototype Testing for Advanced Manufacturing and AI/ML-Enabled Product Innovation
Carlye A Lauff · University of Minnesota-Twin Cities, MN · ENG · $200K · Aug 11, 2026
The objective of this EArly-concept Grant for Exploratory Research (EAGER) project is to characterize how prototype testing sessions generate actionable design knowledge during early-stage product innovation. Engineering teams need better ways to learn during early-stage design to support advanced manufacturing and…
